Job Description

SUMMARY OF DUTIES AND RESPONSIBILITIES: The Payroll Manager carries primary responsibility for the accurate and timely processing of the bi-weekly payroll cycles). This encompasses the preparation of payroll for approximately 400 employees (and growing), standard, voluntary deductions (which include health plans), and involuntary deductions (garnishments), 403(b) retirement program, dependent deductions, vision, voluntary life insurance, union initiation fees and dues, and a flexible spending program). This position is a leadership position and will oversee 1-2 full/part time payroll staff.

PRIMARY DUTIES AND RESPONSIBILITIES:

  1. Primary Payroll Administrator for payroll systems.
  2. Manage and process bi-weekly payroll, timely and accurately.
  3. Administer automatic deposit requests, maintenance of payroll records and report preparation.
  4. Extensive use of Paycom and contact with Paycom representatives.
  5. Recommend changes to and assist in the development and implementation of procedures to optimize all payroll processes.
  6. Responsible for year-end activities such as vacation, sick, and floating holiday accruals and calculations, W2 distribution, and file purges.
  7. Ensure and maintain compliance and retention of employee timesheets and all payroll-related records.
  8. Process manual checks, which includes compiling and entering data as required, checking for accuracy and obtaining supervisor approvals.
  9. Conduct bi-weekly audits to ensure accurate interpretation of pay practices and contracts, partnering with HR when applicable.
  10. Ensure filing of quarterly payroll tax returns and preparation of tax reconciliation spreadsheets.
  11. Research and resolve tax payments and refunds.
  12. Administer FSA enrollments, reports, deductions, etc.
  13. Verify and implement wage garnishments, salary verifications, and other regular reporting.
  14. Initiate benefit and union dues deductions and invoicing.
  15. Supervise Payroll Assistant and/or temporary payroll help as may be assigned.
  16. Participate in payroll, 403(b) or financial audits.
  17. Participate in regular meetings of leadership staff to advance organizational vision, values, innovation, collaboration, and service integration.
  18. Perform other duties and ad hoc projects as assigned.

REQUIRED QUALIFICATIONS:

  1. Bachelor’s degree and/or an acceptable combination of education and work experience.
  2. Must be reliable, dependable and deadline oriented.
  3. Excellent verbal and written communication. Must understand payroll tax laws, regulations, and controls.
  4. Solid judgment and decision-making abilities.
  5. Minimum of four years processing payroll (with an outside payroll vendor such as Paycom or ADP).
  6. An affinity for detail is crucial and one must be able to set priorities and meet deadlines.
  7. Possess a strong sense of pride in the work along with accountability and ownership.
  8. Proactively resolve issues, or make recommendations to resolve issues, partnering when necessary.
  9. Possess highest integrity; maintain confidentiality of sensitive information.
  10. Excellent customer service skills (employee-focused).
  11. Must work well independently yet know when to partner.
  12. Advanced computer proficiency in Microsoft Office applications (Word, Excel, and Outlook).
  13. Excellent organizational skills. Experience managing staff is preferred.
  14. At least 5 years of leadership experiencing supervising staff to include: selection of staff, training, development, performance evaluations, progressive discipline, taking appropriate disciplinary action and knowing when to partner with Senior Leadership and Human Resources.

PREFERRED QUALIFICATIONS:

  1. Current Certified Payroll Professional (CPP) certification.
  2. Proven track record (400+ EE-base).
